Seminar on “Tunnelling Safety in Hong Kong”

Speaker : Mr. Andy Lo, a retired safety advisor of MTR Corporation, is extremely experienced in all areas of construction process and knowledgeable in OSH profession. Andy is a Fellow of HKOSHA, Chartered Safety and Health Practitioner, and has accumulated more than 40 years’ industry experience – 10 years in civil engineering work; 15 years of higher education and training experience including lecturing in occupational safety and health for The Hong Kong Polytechnic University and the Occupational Safety and Health Council, and 16 years in a senior construction safety management position in MTR Corporation.

Andy has substantial construction safety management experience and related nature of work including rock blasting in tunnels, TBM, soft ground tunneling excavation, bridge and viaduct construction, railway stations and depot construction, track work and rolling stocks, E&M and BS installation.

Abstract: In UK, we had the hand dug hand-dug pedestrian tunnel built under the River Thames in 1843 and the first TBM in 1898. In HK, we are now at the peak for a number of railway constructions in which tunnelling is one of the main theme of the site activities. In this seminar, the speaker will share his tunnelling experience, in particular, about the current legal implications; the confined spaces issue in a tunnel under construction situation; the difference in OSH requirements between the BS 6164 – COP for Safety in Tunnelling in Construction Industry and the F&IU Regulations; the methods of tunnelling construction in hard rock; the use of TBM; the safe operation in soft ground. The seminar will also cover the major hazards in rock fall and collapse; the ingress of water; lighting and ventilation; mucking out and plant movement; fire fighting and rescue. The seminar will end up with a few accident case studies.
